Final JLUS
A
JLUS is a collaborative planning effort involving local communities,
federal officials, residents, business owners, and the military to
identify compatible land uses and growth management guidelines near
active military installations, such as Langley AFB. The program
establishes a mechanism for Langley AFB and local jurisdictions to act
as a team to prevent incompatible land uses. An implemented JLUS serves
to protect the residents’ quality of life, the property owners’ rights,
and the current and future mission of the installation.
Following a 30-day public comment period on the Public Draft JLUS
(comment period closed on August 6, 2010), a Final JLUS was prepared.
The Final JLUS was reviewed and approved by the Hampton City Council on
September 13, 2010.

Compatibility Brochure
Compatibility, in relationship to military readiness, can be defined as the balance or compromise between community needs and interests and the needs and interests of the military. The goal of compatibility planning is to promote an environment where both entities can coexist successfully. A number of factors influence whether community and military plans, programs, and activities are compatible or in conflict. There exists a list of 24 compatibility factors that apply to all Joint Land Use. The 24 compatibility factors are described in this brochure.
Fact Sheet # 1
The first fact sheet for this project describes the JLUS program, the objectives for the JLUS, how the JLUS will be developed and opportunities for the public to provide input into the process. This fact sheet will be used during public workshops and meetings with agency representatives to help explain the JLUS process.
This Fact Sheet is currently being developed and will be uploaded upon completion.
Standard Compatibility Strategies / Tools
The
strategies presented within this brochure constitute a “toolbox” of
available actions that could be used to address the range of
compatibility issues identified during the planning process. This
document is intended to start the discussion for the potential
application of these strategies to compatibility planning. Each “tool”
type is described within this brochure.
Workshop 1 PowerPoint Presentation
Workshop
#1, held on September 22, 2009, was designed to provide an overview of
the Hampton-Langley JLUS process and to engage the community in the
identification of issues to be addressed in the JLUS. The
workshop, as shown on the PowerPoint presentation, provided an overview
of the Langley AFB mission, defined the JLUS program and process,
provided an opportunity for questions and answers concerning the
program, and then gave an overview of
compatibility issue types. This last item was used by those in
attendance to describe the compatibility issues they feel need to be
addressed.
